Enable support for USB-to-Ethernet adapters (DAL-13529).

Added new esim_bootstrap_failover_delayconfiguration setting to have the device try any available physical SIM cards or operational eSIM profiles before switching to the bootstrap profile. The default is to wait 1 hour before allowing the eSIM to switch to the bootstrap profile (DAL-13823).

Added new esim_bootstrap_failback_delay configuration setting to have the device re-try any available physical SIM cards or operational eSIM profiles if the modem is connected on the bootstrap profile for the defined period of time. The default is to wait 1 hour before switching off the bootstrap profile to re-try any available other SIM cards or profiles (DAL-13823).
Note The delay will be ignored if the device is on factory default settings or there are no non-bootstrap profiles or SIMs to try.
